Project Management and Consulting, LLC (PMC) was founded in 2007 as a professional services firm providing program/project management and support, information technology services and support, document scanning and data entry, business process improvement and reengineering, analysis and organizational development, and administrative support. In 2009, PMC added a construction project management and support division to provide value-added management, support, and services in the construction arena. In 2011 we added emergency management strategy, planning, training, and response to our portfolio of services.
PMC has a proven corporate track record in all of the aforementioned services. We currently hold contracts and teaming agreements to provide the same with large prime contractors. We are focused on providing the best quality and service in our core pillars of strength while achieving the objectives, goals, and mission of every client.
Our current customer base includes major prime contractors 3M Cogent Systems, Inc., Science Applications International Corporation, Booz Allen Hamilton, and Edgley Construction Group (ECG). In September 2010, we teamed with ECG to enhance the services of our construction division and subsequently established an official Mentor/Protege relationship through the U.S. General Services Administration (GSA). Our target government market includes serving as a prime to the United States Intelligence Community and Departments of Defense, Homeland Security, Justice, Health and Human Services, Treasury, and General Services Administration. Successful past performance includes work performed at GSA, IRS, FDA, FBI, Census Bureau, State of Maryland, and the Defense Commissary Agency.
PMC developed a niche in the federal market initially by working on biometric projects at the Federal Bureau of Investigation, the State of Maryland, and the Census Bureau through 3M Cogent from 2007 to present. We continue in that growing industry through services provided through a subcontract with SAIC to the Army’s Biometric Task Force, and other projects with 3M Cogent. PMC has been selected to install biometric equipment and software in several locations in Haiti and provide training for law enforcement as a part of its infrastructure redevelopment. PMC has also teamed to provide management, business, administrative, marketing, logistics, and program support for two Army programs with BAH.
In just a little over four years, PMC has secured solid relationships with well-established firms who trust us to provide services in our core disciplines. PMC is registered and licensed in six (6) states including its home state, Virginia, as well as West Virginia, Maryland, New York, Indiana, and Washington. We are a certified SBA 8(a)/SDB firm with MBE/DBE certifications in Virginia, Maryland, New York, and Washington states. PMC is also LDBE certified through the Metropolitan Washington Airport Authority (MWAA).
PMC principal, Bryan Rock, is a management professional having provided management in broadcast media, hospitality, corporate operations and data management, private security, and through entrepreneurship for over 20 years. Mr. Rock holds a Bachelor’s degree in Psychology, and attended American Military University completing work at the Master's level for intelligence, business, and homeland security resource allocation. Mr. Rock is a member of PMI, IAPPM, AMA, AFCEA, and NDIA. He has volunteered in emergency services intermittently for over 20 years, and has received training and several certifications through FEMA including the Professional Development Series, U.S. Departments of Homeland Security and Defense, Georgia Departments of Defense and Emergency Management, and Chattahoochee Technical College. He is President and an operational officer at a volunteer rescue squad where he lives, and is a certified Firefighter, Incident Commander, HAMZAT operations and anti-terrorism specialist, and very active with his family and in his community.
